Parking offenders fined (even back then)

This picture is almost 50 years old and it reminds us of two things. Firstly, even back then parking offenders were dealt with harshly. The hefty fine is obviously not enough here, the car is also mechanically immobilized.
Secondly, it is an almost forgotten car that can be seen here today. It is in fact a Neckar Europa. Originally, the cars that were assembled in Heilbronn (Germany) under license from Fiat were called NSU-Fiat. However, following a legal dispute, this brand name could no longer be used from 1957, and the Neckar brand was created. The Neckar Europa was a slightly modified Fiat 1100 with minor modifications.
