In general, many car controls are located in the center console and are therefore easily accessible for both the driver and front passenger. Why shouldn't a passenger be able to adjust the temperature or change the radio station?
Well, some car manufacturers thought differently (or couldn't find any other place for such devices and equipment).
For example, the radio in the Maserati Merak was positioned to the left of the driver, so no passenger could reach it. Renault did something similar when the heating controls in the R16 were mounted on the left under the dashboard, so hidden that sometimes not even the drivers could find them ...
Saab probably thought completely differently when the ignition lock was mounted directly between the driver's and front passenger's seats ...
