In 1963 it was already possible to take high-quality and printable photos, but the Austin Healey brand obviously preferred to use painted illustrations in the brochure for the Sprite Mark II sales brochure. Why do you think? To emphasize tradition? To cover up design weaknesses? Hardly, presumably the person responsible simply loved the pre-war brochures from Alvis and Riley and wanted to do something in a similar style. Austin Healey had already published similarly designed brochures in the past.
Incidentally, the Sprite Mark II was introduced in 1961 and replaced its predecessor, the "Frogeye". The engine was now 948 cm3 and later 1,098 cm3 and there was also a sister model at MG called the Midget.
