This picture comes from a 1982 issue of Automobil Revue. The photo was taken in Germany and the two "Lights?" signs are intended to warn drivers to switch off their lights!
Yes, times have changed. In 1982, the editors wondered whether such signs should not also be introduced in Switzerland to motivate drivers to switch off their lights. Of course, nobody was talking about daytime running lights and dipped headlights at that time.
